Assign phone numbers to teammates
Assigning a number decides who it rings when someone calls it. It does not stop other teammates from calling or texting out from that number.
What assignment does
In Settings, Phone numbers, each number has an Assign to setting:

Assignment is not a restriction. As the Phone numbers page says, anyone can call or text from any of the workspace's numbers. A teammate can pick any number in the From menu when calling or texting.
How Pipelio picks a number automatically
When nobody picks a From number, Pipelio chooses one in this order and skips numbers assigned to someone else:
a number in the same area code as the lead,
a number from rotation, if Auto-rotate caller ID is on,
a number in the same state as the lead,
the number assigned to you,
the workspace default number,
the oldest number.
So assigning a number to a rep makes it their usual caller ID without them choosing it each time. The dialer's From menu also starts on the number assigned to you, so a rep with their own number does not need to switch away from the workspace default by hand.
Assign a number
Open Settings, then Phone numbers.
Open the number's menu and choose Assign to.
Pick a teammate, or the shared pool.

In Pipelio, open Support at the bottom of the left sidebar and send a message. Workspace admins can message support directly; other teammates should ask their admin. Include what you clicked, what you expected, and the exact words of any message you saw.
